Ground transport options from Manila (Pasay)
Public transportation
The UBE Express premium point-to-point (P2P) bus service connects all four NAIA terminals to major Metro Manila hubs including Araneta City (Cubao), Ortigas, and Makati (CBD) at PHP 250–400 per ride. Regular city buses and jeepneys operate from the main roads outside the airport complex at substantially lower fares but are not recommended for passengers with luggage. No direct rail link exists — the nearest LRT-1 (Baclaran) and MRT-3 (Taft) stations are a short taxi ride away. A free 24/7 inter-terminal shuttle bus connects all four terminals.
Taxis & rideshare
Three tiers of taxi service operate. Airport 'Coupon Taxis' offer fixed, pre-paid rates from a dispatcher booth — the safest option for first-time visitors, typically PHP 500–900 to Makati, Bonifacio Global City, or Ortigas. Yellow Metered Airport Taxis are airport-accredited and use a higher starting meter than city taxis. Regular white city taxis are available but passengers should insist the meter is used. Grab ride-hailing has designated pickup areas at each terminal and is the preferred option for most visitors.
Rental cars
Avis, Hertz, Budget, Europcar, and Filipino operators including Diamond Rent-a-Car and Nissan Rent-a-Car maintain counters in the arrivals halls of each terminal. Self-drive and chauffeur-driven options are both widely offered, with chauffeured service typical for foreign business visitors given Manila's challenging traffic and narrow urban roads. An International Driving Permit is recommended. Vehicles access the NAIA Expressway (elevated toll road) and EDSA directly, the primary Metro Manila arterial.
